What / who do Buddhists pray to?

When I went to many temples in Japan, everyone prayed. This was not a sanctuary Shinto, Spirits, but a Buddhist temple. However, I think that Buddhists are not a good or angels, etc. So who are the people who prayed to pray? Or are they not pray at all, and instead to meditate? I am really confused. Help please. Moreover, if Buddhism is a philosophy and not a religion, how does it include all the Nirvana and all this reincarnation?

From my understanding, Buddhists do not pray, they meditate. However, they are very similar, so that may have been what confused you. I also think that Buddhism can be both philosophy and religion, by how you apply it to your life. I may be wrong, though. * Shrug *
